Govern Autonomous AI With Map, Measure, and Manage

The governance move: do not ask whether the AI is trustworthy in the abstract. Ask whether the system is governed, mapped, measured, and managed. Govern Governance names decision rights, policies, owners, and escalation authority. Without it, risk signals become arguments because nobody knows who can change the system.
