Write Requirements That Constrain Autonomous Action
Convert a vague autonomy requirement into a verifiable action constraint.
The scheduler requirement says: optimize technician routes. It does not define which assignments are allowed. Requirement rewrite: stakeholder need -> condition -> constrained action -> verification method. The common trap is writing outcome wishes that the autonomous system interprets as permission to trade away safety or policy.
