A manager may ask for a form, a policy interpretation, a performance action, or a headcount approval, but the advisor has to uncover the decision underneath. What business outcome is at stake? What evidence is known? Whose voice is missing? What employee impact and precedent could follow? A strong advisor is not slower for the sake of process.
