Use a load test to calculate safe operating capacity, headroom, and a scale trigger.
The API test reached 11,200 rpm, but p95 latency breached the 700 ms SLO at 9,800 rpm and began bending at 9,200 rpm. Capacity envelope = highest demand where the SLO still holds with stable resources, minus operating margin. Calling the last successful test step the capacity limit hides the fact that users were already outside the SLO before the service crashed.
