Plan From Intent, Not Resource Wishes
Convert fixed resource asks into intent-based capacity requirements with degrees of freedom.
Resource asks are brittle when they hide the service requirement underneath them. The intent shift A fixed request says, "Give me these resources." An intent-based request says, "Help this service meet this demand, SLO, redundancy target, and constraint." The second version is stronger because it leaves room for better allocation choices. Why it works Capacity planning is a constraint problem. Demand changes, delivery dates slip, performance changes, and budgets move.
