Identify when a normal work artifact becomes a record that must be captured.
Records management starts before filing. A record is created when work needs evidence: a decision, approval, transaction, obligation, version, or exception. The strongest administrative move is to capture that evidence at the point of work, with enough context that a future teammate can understand and trust it without interviewing everyone involved. Ask four capture questions: What business action did this document? Who is accountable? Where will it be retrieved? How long must it remain available?
