Map a guiding coalition that covers authority, credibility, and affected groups.
Coalition strength is measured by reach, not rank. Many change plans list a sponsor and call the governance complete. That is thin sponsorship. The real test is whether the change has people who can answer role-specific questions, spot practical barriers, and make the new behavior normal in the places where work happens.
