Choose the target opportunity before ideation multiplies
Choose the strongest criterion set for selecting a target opportunity on an OST.
The best target-opportunity decision asks which unmet need is most likely to move the outcome if solved. That means looking at frequency, intensity, evidence quality, and outcome relevance. It does not mean picking the branch with the biggest build or the loudest stakeholder. Effort becomes important when comparing solutions inside a branch; used too early, it biases the team toward easy fixes rather than meaningful opportunities.
