You configure users, data, and business rules, but you do not manage the runtime or servers. Platform as a Service gives you a managed place to deploy code. You still own the application and its behavior, but the provider handles much of the infrastructure and middleware. Infrastructure as a Service gives you virtualized compute, storage, and networking.
