Rework a content-heavy section into a task-centered Merrill instructional sequence.
A risk-controls curriculum teaches definitions but does not prepare learners to choose a control in a borderline request. Merrill sequence: task-centered problem, activation, demonstration, application, integration. The common trap is assuming that if learners see every policy table, they will know when to use each one.
