A labeling pilot is not a delay; it is the quality loop. Plan Pick a small slice with normal, hard, and weird examples. Write the current rules as if no one can ask you for clarification. Do Have annotators apply the rules independently. Capture uncertainty and questions without answering them live unless work would stop. Check Review disagreement, skipped rows, and notes. Look for rule wording that caused repeat confusion. Act Revise the guideline, add examples, decide what to exclude, and only then scale.
