Rewrite a task-heavy handoff into an outcome-based handoff with clear constraints.
A task-heavy board-packet handoff becomes an outcome handoff with intent, evidence, and escalation boundaries. Before: the handoff is a stack of tasks, so the owner can comply without understanding the board decision. After: the handoff names the decision, the evidence, the constraints, and the escalation point. The first line changed from activities to intent: help directors decide whether the freeze should continue. That gives Eli a judgment anchor when details shift.
