Use explicit delegation levels to define decision authority.
Authority needs a label "Own this" can mean five different things. One person hears, "do the research." Another hears, "make the call." A third hears, "keep me updated while I decide." That gap creates rework and resentment. Use explicit delegation levels. A practical set is: research, recommend, decide after consulting, decide within guardrails, and decide and inform.
