Recognize when a legal hold should be escalated and scoped.
A legal hold is a preservation control, not a mass panic button. The decision is strongest when it separates three things: the trigger, the scope, and the owner. The trigger is the event that makes future discovery plausible. The scope is the first defensible boundary around people, dates, systems, and topics.
