Verify Absence of Voltage
Sequence a qualified-person absence-of-voltage verification before work begins.
The disconnect is open and locked, but there may be backfeed from a temporary generator. The exposed terminal block cannot be treated as de-energized until a qualified person verifies absence of voltage. Live-dead-live verification: prove the tester, test the circuit, prove the tester again. The common trap is treating a dark indicator light, quiet motor, or open disconnect as proof.
