Manage Water Like A Constraint, Not A Complaint
Use PDCA to manage a water restriction with clear zones, evidence, and communication.
A water cut is a priority test. PDCA keeps the conversation away from vague promises and toward visible tradeoffs. Plan by zones Do not start with gallons. Start with course purpose. Greens and tees protect core playability; landing zones protect shot value; low-impact rough can absorb cosmetic stress. The plan should say which standard each zone receives.
