Cluster search terms by the user's job rather than by surface keyword similarity alone.
Keyword grouping by root word is operationally convenient, but it can hide intent. Jobs To Be Done asks what progress the person wants in that moment. A buyer asking for 'alternatives' needs comparison confidence. A buyer asking for 'implementation' needs risk reduction. A buyer asking for 'near me' needs availability and trust. The better the job label, the easier it is to write ads that feel specific without overfitting every individual query.
