Plan Output Is a Risk Review
Use Terraform plan review to compare intended change, actual change, and operational risk.
The plan is where infrastructure intent becomes visible enough to challenge. Plans are behavioral diffs A code diff says what the author edited. A Terraform plan says what the provider will try to change in the world. Those are related but not identical. Computed values, provider defaults, dependencies, lifecycle settings, and drift can all make the plan bigger or stranger than the code diff suggests.
