Intent Does Not Erase Impact
Separate intent from impact and use SBI/SBII to name racial impact clearly.
Impact is the teachable data. Intent is not the whole story. Why intent-first stalls repair When someone says, 'I did not mean it that way,' they may be telling the truth and still have caused harm.
