Metadata Makes Records Findable and Trustworthy

Apply a minimum metadata set to an administrative record.

A final board budget PDF is present, but its status, owner, and approval path are unclear. Minimum viable metadata: business process, accountable owner, date, status, sensitivity, retention category, and source approval. The common shortcut is relying on a filename like Final_v3. Filenames help humans scan, but they do not prove authority, sensitivity, retention, or current status.
