Important Services Before Systems

Define an important business service and its tolerance before mapping systems and controls.

Service First, Asset Second Operational resilience starts with what must keep working for customers, markets, employees, or regulators. Asset inventories are useful, but they do not define harm. A database, queue, vendor portal, or call-center tool is important because it supports an important service. Tolerance Changes Priority A recovery target is often technical.
