Start With Job Content, Not Job Titles
Define a pay-equity comparison group from job content rather than job title alone.
The reframe: a title is a clue, not a cohort. Business question first Before you model pay, write the question in plain language: "Are people doing comparable work paid equitably after legitimate job-related factors are considered?" That question forces the cohort definition into the open. Job content beats labels Use job descriptions, manager confirmation, level architecture, and work context to decide whether roles belong together.
