The reframe: a goal is a reviewable agreement, not a motivational slogan. Specific Behavior Specific means a reasonable observer can tell whether the behavior happened. In performance management, this protects both sides: the employee knows what to do, and the manager is not forced to reconstruct intent later. Measurable Evidence Measurable does not always mean a dashboard metric. It can be a count, cycle time, error rate, stakeholder response, shipped artifact, or agreed quality bar.
