Set in order by use, not by neatness
Arrange needed items according to actual work frequency, sequence, and risk.
The move: design the location around the work, not around the shelf. Start with frequency. Daily and per-cycle items belong closest to the work. Weekly items can live nearby but not in the prime zone. Rare or exception items usually belong in central storage with a clear request path. Then check sequence: items used together should sit together, in the order they are used when possible. Next check risk. Heavy items should not live above shoulder height.
