Map the public decision before the model
Use a pre-model mapping pass to decide what an AI system is actually allowed to affect.
The model is not the starting point; the public decision is. Decision Context Map the service, legal authority, affected people, and operational setting before you discuss models. In a public agency, context determines whether an output is harmless drafting support or a rights-impacting recommendation. Human Role Write the verb that describes the AI role: draft, search, summarize, rank, recommend, decide, or execute.
