Rights and safety impact starts where AI output can shape government action. Reliance Look for verbs: informs, influences, recommends, decides, executes. The stronger the reliance, the more serious the governance burden. Affected Interest Name the affected right, opportunity, benefit, investigation, service, or physical safety outcome.
