Design chunks like future questions, not storage units
Chunk documents in ways that preserve question-answerable units instead of arbitrary slices.
A chunk should carry a full thought. RAG systems answer only from what retrieval surfaces. If the retriever returns a passage that lacks the definition, exception, or caveat attached to the rule, the generator may produce an answer that sounds plausible but is incomplete. That is why chunk design matters as much as embedding quality. The OpenAI retrieval guide shows that files are indexed in overlapping chunks.
