Make the objective observable before you score it
Convert vague learning goals into observable, assessable objectives using Bloom-aligned verbs.
Observable beats admirable. Bloom-aligned objectives are useful when they force a testable verb. A verb such as "understand" can be acceptable in conversation, but an assessment needs the visible behavior behind it. Ask: What would the learner do if they understood? Choose? Diagnose? Rank? Draft? Defend? Three-part objective Action verb: the cognition you want. Condition: the situation or source material. Criterion: the quality bar. When those three parts are present, item writing becomes less subjective and review comments become more precise.
