Start with the claim before the question

Claim first, item second. A useful assessment claim names three things: the capability, the conditions, and the quality bar. Capability says what the person can do. Conditions say where the performance must hold, such as a messy workplace scenario, a timed simulation, or a policy-constrained task. The quality bar says what would count as good enough. Claim What interpretation should a score support? Evidence What observable response would make that interpretation credible? Task What prompt, artifact, or scenario will produce that evidence without adding irrelevant difficulty?
