Map the missing middle
Build a simple causal chain from activity to benefit and state the assumption each link depends on.
The move: make the causal chain visible enough to challenge. Activity Activities are what the team does: build, train, migrate, communicate, analyze, configure. They consume effort but do not prove value. Output Outputs are what the activity produces. They create potential: a tool exists, a process is documented, a dashboard is live, a policy is approved. Behavior Behavior is where benefits become plausible. A named group must use the output differently than before. If the target behavior is vague, the benefit mechanism is vague.
