Build the baseline before the benefits
Define a business-as-usual baseline so benefits are calculated incrementally.
The move: calculate the continuation path first. Business As Usual Business as usual is the expected future if no proposal is approved. It includes current performance and the trend already in motion. It is not simply last month's number copied forward. Incremental Benefit A benefit counts only to the extent the proposal changes the baseline. If manual effort would fall by 5 percent because volume is already declining, a proposal that lowers effort by 12 percent can claim the extra 7 percent, not the full 12 percent.
