Run exercises to learn, not to pass
Design a tabletop exercise around decisions and learning outcomes instead of a pass-fail performance script.
The move: make the exercise reveal decisions, not rehearse a perfect story. A tabletop exercise is a structured conversation about a plausible disruption. It is not a quiz where the plan owner proves the binder exists. The strongest exercises create a realistic event, add timed injects, and ask participants to make decisions using the plan.
