Convert demand into hours before you debate headcount

Quantify capacity gaps by comparing role-based demand hours to role-based supply hours.

The move: turn work into hours, then compare those hours to real supply by role. Start with demand in the same unit Do not count projects, tickets, or customers unless they are converted into effort.
