Treat storage permanence as risk management

Use a risk-management lens to connect storage permanence, monitoring, and stakeholder confidence.

The move: make the permanence promise governable. A carbon-storage project does not build trust by saying risk is impossible. It builds trust by showing how risks are identified, treated, monitored, and communicated. That is the value of a risk-management frame. Start with context: geology, wells, pressure limits, regulatory requirements, buyer expectations, and community concerns. Then identify the risk events that could weaken the claim: unexpected pressure behavior, legacy well pathways, missing baseline data, unclear liability handoff, or claim language that promises more than the monitoring plan can support.
