Start with the scope, not the bill

Define a FinOps scope that maps cloud spend to a business owner and decision context.

The move: translate the invoice into a decision scope. FinOps is a cultural and operating framework, not just a cost dashboard. The dashboard shows spend; the scope tells people what slice of spend they are responsible for and what decision they can make. A useful scope might be a product, environment, shared platform, AI workload, cost center, or customer-facing capability. Allocation is the bridge. Accounts, tags, labels, naming standards, and derived metadata map raw provider charges into those scopes.
