Scope before you investigate
Define an investigation scope that is risk-based, testable, and narrow enough to execute.
The move: write the investigation question before the investigation plan. A complaint is usually written in the language of worry: "everyone knows," "this feels wrong," "they are hiding something." An investigation has to translate that worry into a testable question. The question should identify the alleged conduct, the people or roles, the time period, the rule or obligation, and the process where evidence should exist.
