A manager writes: "Contractor to help with vendor data cleanup for procurement." The supplier can start, but nobody can tell when the work is done. SMART SOW deliverable: Specific, measurable, achievable, relevant, and time-bound. The common shortcut is to describe effort instead of an accepted output. "Help with cleanup" makes the manager supervise activity and leaves the supplier guessing what finish means.
