Choose controls, not reminders

The reframe: PPE is the backstop, not the whole plan. The Hierarchy of Controls exists because not all safety actions are equally reliable. Telling someone to be careful can help, but it competes with fatigue, noise, hurry, weather, and habit. A stronger control changes the work so the hazardous exposure is removed, reduced, blocked, or made harder to miss. Stronger: remove or redesign the exposure Can the crew avoid the hazard entirely?
