Treat links as keys, not addresses

The move: stop thinking of every file link as a harmless address. A file link can do two jobs. It can navigate someone to a file they already have permission to see. Or it can grant access to people who would not otherwise have it. The second kind is effectively a key. This is why link type matters. Broad links make the key easier to pass around.
