Use four fit signals to route an AI capability toward RAG, fine-tuning, hybrid, or neither yet.
The move: read the failure before choosing the fix. Most RAG-versus-fine-tuning debates start too late. Someone has already decided that the system needs a vector database, a training job, or both. PDCA pushes you back to the learning cycle: plan the signal you need, do a small test, check it with examples, and act on the evidence. The point is not to avoid architecture.
