Use the Elm loop to tame UI state

Apply the Elm Architecture loop to centralize UI state transitions.

UI state The settings page can show both a success toast and a retry button after a slow save. Local state is scattered across click, blur, and request callbacks. The bug is not the button. It is the absence of one place that defines valid state transitions. Elm loop Model -> Message -> Update -> View Represent current UI state as a model. Represent user and server events as messages.
