Frame the move before solving the move
Frame a global mobility request by objective, uncertainty, consequence, treatment, and owner before giving a yes or no.
The move: define the risk before debating the answer. ISO 31000 treats risk as the effect of uncertainty on objectives. In global mobility, that is a better lens than asking whether a request is "allowed" in the abstract. A move affects many objectives at once: business continuity, immigration compliance, payroll accuracy, tax position, benefits coverage, family stability, equity across employees, and the employee's trust in the process.
