The move: narrow the work before the data moves. Minimum necessary asks you to connect the amount of PHI to the job being done. A billing appeal may need a specific note excerpt. A scheduling call may need contact details and appointment type. A quality audit may need a defined sample. None of those purposes automatically need the full record.
