The move: tier by judgment required. HR shared services often inherits a mixed queue. Some cases need a clean answer. Some need a transaction. Some need judgment, confidentiality, or escalation. Tiering prevents the team from using the same operating mode for all of them. Tier 0 is employee self-service: policy pages, guided forms, status lookup, FAQs, and simple automation. Tier 1 is assisted service for repeatable tasks: correcting a field, explaining a standard policy, confirming a process, or collecting missing documents.
