Treat identity lifecycle as the control, not the cleanup
Explain why HR-driven joiner, mover, and leaver events reduce identity risk better than periodic cleanup alone.
The move: make identity changes event-driven. A clean access list is not the same thing as a controlled lifecycle. The list tells you what exists today. The lifecycle tells you why it exists, who caused it, and what should happen when the person's work changes. Use three events as the backbone: joiner, mover, and leaver. A joiner needs the minimum access needed to start. A mover needs old access removed as deliberately as new access is added.
