Recall and apply the hierarchy of controls under time pressure.
ESEAP What is the hierarchy from strongest to weakest? We can just add PPE and move on. Your line PPE may be needed today, but what higher-level control would reduce dependence on perfect use? Accepting PPE as the whole fix. It respects urgency while reopening the design question. Engineering control or administrative control? Prefer engineering when feasible, then support it administratively. When is PPE appropriate? When higher controls are not feasible, are being developed, or leave residual risk. Do not make PPE carry a risk that design could remove.
