Build a runnable recovery runbook

Convert a vague DR note into a runnable recovery runbook with owners, evidence, and validation.

The runbook says restore customer API in DR region, but it does not name trigger criteria, data point, approval owner, traffic switch, or validation. Runnable runbook: trigger, owner, prerequisite, action, evidence, validation, escalation. Vague runbooks look complete in reviews and fail during execution because responders must invent decisions while the RTO clock is running.
