Fix flow before adding capacity
Choose a lean response when a team asks for capacity but the value stream shows waiting.
Strongest move: Map the last five requests and remove the missing-information delay before adding people. Strong because it tests whether the constraint is flow, information quality, or true capacity before spending money. The weaker moves look busy but violate lean's bias toward seeing the work, protecting flow, and learning from facts.
