Separate weak learning signals from stronger transfer evidence using LTEM tiers.
The discipline: name the claim before you show the number. LTEM separates low-value signals from stronger learning-transfer evidence. Attendance and activity are useful operations metrics, but they do not prove competence. Learner opinion can reveal relevance barriers, but it does not prove skill. Recall questions show memory, but many workplace failures are decision failures. Scenario decisions and task performance get closer to the work. On-job behavior and downstream effects get closer to transfer. This matters because leaders often over-interpret the easiest numbers.
