Classify learning objectives by the cognitive work they ask learners to perform.
Sort each objective by the thinking level it primarily requires. Use the strongest level implied by the full phrase, not a single verb in isolation. Recall or understand Apply Analyze Evaluate Create Identify the approved escalation channel for a payroll issue. Use the refund criteria to choose the correct action for a straightforward request. Distinguish whether a support ticket is billing, product, or account access based on mixed clues. Judge whether a vendor gift should be accepted, declined, or escalated using policy criteria.
